What are the proposed changes?
Ofcom has proposed that calls to 0870 numbers will cost the same as calls to geographic numbers, i.e. UK landline numbers starting 01 or 02. This change is likely to significantly reduce the price of many calls to 0870 numbers. Currently daytime 0870 calls usually cost around 8 pence per minute from fixed-lines. Typical fixed-line call packages offer calls to geographic numbers at 3 pence per minute or less. Ofcom also wants calls to 0870 numbers to be included as part of any inclusive call minutes or discount schemes for geographic calls. Cheaper 0870 calls will
effectively end revenue sharing on 0870 numbers.
